This is someone's whimsy. It is an actual tool, a measure. But, it is decorated with hundreds of tiny brass tacks to work as a measure, a ruler. But, there are also floral and other designs. Found in Vermont it has been on my desk for many years. I believe this is an 1840s to 1880s piece. Pictures don't do this fine work justice. it measures 14 3/4"L X 1"W.
