This is a early American cast iron cooking utensil. Circa 1800 to 1850s. Quite heavy, the smithing is very well done. Guessing this item was in the ground for awhile where I dug it in a barn in Vermont many years ago. It is 20" long and the dipper had a diameter of 5." Great look in the kitchen or old fireplace.
